The title of the volume takes up the beginning of the letter by the Emperor Frederick II, who in 1224 announced the foundation of the Studium of Naples: the oldest "state university".
The book consists of two sections. The first one focuses on the troubled older history of the Studium; the reasons why Naples was chosen as the seat of that institution; the guarantees and protections for teachers and students. In the second part, all the texts connected with the events of the Studium in the era of Frederick II and his sons and successors, Conrad IV and Manfred are collected and critically edited.
The edition adopts a particular system calibrated on the double nature of the texts, which are, at the same time, chancery documents and rhetorical-literary models: epistles (or "dictamina") transmitted by the letter-collection attributed to Petrus de Vinea, which had large European diffusion for some centuries.
